New here - mystery skin condition question

Hi. I am new here and trying to find info for my 82 year old Mom who refuses to go to the doctor. Frustrating!
She is on on Dilantin for seizures and has liver damage from years of alcohol (she no longer drinks). She can't eat much do to a swallowing problem and doesn't want to eat much anyway.
She has recently developed a strange skin condition. The skin on her fingers looks red, as if scalded, and is very itchy.
The skin feels tough and leathery but is very smooth. No scaling.
We eliminated rubber gloves and soaps. Could it be related to her liver? Or poor nutrition?
Any thoughts would be appreciated. Thanks.
